
Now set your colors.

Now fill your background with the foreground color.
ATL + BACKSPACE
Create a new layer and with your rectangular marquee tool, make a selection like this one.
Then Fill it with your background color. CTRL + BACKSPACE.
Press CTRL+D to deselect.
You should have something like this.
Now create a new layer

Make a small selection like this one. That will be our Border. You can fill it with any color, it doesn't matter.
You can deselect and enter the blenging options.

Now duplicate the layer, then move it to the other side of the layout.
Enter the blending options and reverse the gradient overlay.

Create a new layer and make a small selectin like this one and fill it with the foreground color. Enter the blending options and add it a 1px, outside black border.

Still with the selection loaded, create a new layer and select the rectanguler marquee tool, yould be here

Now press ALT and erase the content of the box to just have the head of it selected

Fill that one with any color, it doesn't matter then enter the blending options.

now CTRL+CLICK the layer to select it (if CS2 right click the canvas and press load selection). Now we are going to add a little glow to it. Grab you gradient tool, press D then X in order to white be in foreground. Go to your gradient editor and chose Foreground to Transparent. Don't forget to create a new layer and start to do the gradient. You can help yourself pressing SHIFT.
Well by now I could say that the layout is finished, because we can slice it in order to make our content box, and our third column navigation. If you want to make them, repeat the steps taken. You just have to make a bigger box, and then add the gradient...
