[1] Take a new file of 400 pixels, 400 pixels, of resolution 72 dpi in the RGB mode.

[12] Ctrl+Click on previous layer to get selection, go to Select>Modify>Contract Selection by 2px.
[13] Create a new layer fill the section with white color.
[14] For this shape add the following layer styles.
[15] Choose Gradient to and set properties like this.
[16] Create the following selection with Elliptical Marquee Tool, Apply gradient to selection to get the result like this.
[17] Now set the opacity 62%.
