Motion Spotlight Photo Effect.

Step 1:

Start with the photo below, insert it in to your canvas.

Step 2:

Using the Lasso Tool add a selection on the head and body of the photo. Then copy/paste the selection and apply a gaussian blur to the selected parts layer. Now rotate the selected layrts layer and set the layer’s blending mode to Hard Light

Step 3:

Create a new layer, using the Line Tool with a 1px weight draw white lines as shown below.

Step 4:

Duplicate your white lines layer and apply a Zig Zag effect through Filter > Distort, use the settings below.

Result:

Step 5:

Now keep adding more zig zag lines on the original white line patterns.

Step 6:

Make the motion spotlight thick by add motioned lines all over the design.
