Step 1:

Start with a photo file, grab the stock picture below to follow through the tutorial.

Step 2:

Duplicate your photo layer and apply a Plastic Wrap effect through Filter > Artistic, use the settings below. Then set the layer’s opacity level to 64%.

Step 3:

Now add a marquee selection around your photo and copy merged through Edit. Then paste, go to Image > Adjustments > Color Balance, play with the settings for the paint color you want.
