Stylish Meter Design.

Step 1:
Let’s start out by creating a new file. I used a 300×200 pixels canvas set at 72dpi, and I filled my background with #6D6D6D color shade. In a new layer draw a circle with #B6C4D2 color shade and 103 x 103 px dimensions.

Step 2:
Under Layer Style(Layer > Layer Style) add a Drop Shadow, Inner Glow and Gradient Overlay blending options to your gray circle layer.

Step 3:
In a new layer draw a black circle with 86×86 px dimensions.

Step 4:
Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow and Gradient Overlay blending options to the black circle layer.

Step 5:
Select the Horizontal Type Tool then set the font family to Arial, bold, 7 pt, smooth and white color shade. In seperate text layers add “0″ all around the circle design.

Step 6:
Using your line tool with a 5 px weight draw a red line with #FF0000 color shade from the center to one of the circle text.

Step 7:
Under Layer Style(Layer > Layer Style) add a Gradient Overlayblending option to your red line layer.

In a new layer draw a small circle with #B6C4D2 on the center of the meter design. Then under Layer Style(Layer > Layer Style) add an Inner Glow and Gradient Overlay blending options.
